尽我所知，除文中已经注明引用内容和致谢的地方外，本论文不包含任何其他个人或集体已经发表或撰写过的研究成果。对论文所涉及的研究工作做出贡献的其他个人和集体，均已在论文中以明确的方式标明或致谢。若有不实之处，本人愿意承担相关法律责任。作者签名：l鳖邀 日期：盟年—L月jL日万方数据大连海事大学专业学位硕士学位论文摘 要近年来，我国高校应届毕业生的人数飞速增长，高校毕业生就业问题成为各级政府面临的棘手问题。从政府层面看，大学生往往是最有可能创业成功的群体之一。政府扶持大学生创业不仅有利于解决大学生的就业难题，更有利于促进大学生的全面自由发展。本文基于公共管理学、公共政策学、社会学等相关学科理论，在吸收借鉴国内外大量研究文献的基础上，对研究对象所涉及的创业、大学生创业和创业政府扶持等相关概念进行了界定，挖掘市场失灵理论、新公共服务理论、服务型政府理论作为理论基础，采用了文献研究法、比较分析法、问卷调查法、访谈法等方法，对南京市大学生创业政府扶持进行研究。从南京市扶持大学生创业的现状看，近些年来，南京市以打造中国创业创新名城为目标，注重发挥科教人才资源优势和城市集聚效应，在强化创业意识、提升创业能力、减轻金融负担、提供公共服务等方面，采取一系列举措办法，增强了南京市大学生的创业意识、提升了创业质量和加快聚集了创业资源要素。
从调查结果的分析看南京创业扶持政策，由于南京市在扶持大学生创业过程中存在大学生创业政府扶持政策的制定主体多元、政府扶持大学生创业教育理念存在偏差、政府对大学生创业的融资服务缺乏创新、大学生创业的政府公共服务建设相对滞后等原因，导致南京市大学生创业的政府扶持政策出现交叉、政府对大学生创业教育普及推广不足、大学生创业的政府融资渠道不畅、政府推进创业文化宣传成效不明显等问题比较突出。通过研究发现，国外和国内其他城市政府在扶持大学生创业方面有着成功的经验。国外方面，美国政府引导高校构建完善的创业教育体系，日本政府主导、社会参与促进大学生创业，英国政府、社会共同出资建立创业专项基金和韩国政府建立功能全面的创业服务载体等做法，有效地促进了本国的大学生创业工作。国内方面，北京市政府助推“一站式”大学生创业孵化基地建设，上海市政府主导提供充足的大学生创业资金支持，长沙市政府为创业大学生聘请“创业导师团”等做法，为当地大学生创业提供了有力的政府扶持。本文借鉴美国、日本、英国、韩国以及北京、上海、长沙在大学生创业政府扶持方面的先进做法，提出做好南京市大学生创业政府扶持的相关对策：一是要保障大学生创业政府扶持政策落地见效，既要根据需求调整政策扶持的重点，又要在健全大学生创业政府扶持政策的执行监督机制上下功夫；二是提升大学生创业教育的质量，特别是要注重推动高校完善大学生创业教育课程体系和鼓励高校优化大学生创业教育师资队伍；三万方数据南京市大学生创业政府扶持研究是要打造全方位的融资服务链，即扩大政府扶持基金的资助范围和规模，健全大学生创业金融风险规避和补偿机制，整合大学生创业投融资服务平台。
